I would assume that there were RFPs but here you never know. Say the city did go open source, what entity would provide and do the IT/Admin for it?

Another place to keep an eye on as far as getting free software into the city is their Requests for Proposals database (here's some old IT ones: https://www.santafenm.gov/bids_rfps/information_technologies/1)
