I am a bit hazy on this would L access wp-config.php file in the root directory perhaps available in through cpanel,which I think may not be acceptable to me. Is my reasoning correct so far? or is there something else going on like needing to install php?

Right click on the webpage select inspect element. Then select console. Check if gives any error which says jQuery is missing. In my case jQuery files were missing in WordPress migration which I had to add myself.
