Yes but because the pi hole is a customizable dnsmasq, you can setup dnscrypt, dns over https and more than two+1 terrestrial upstream DNS servers.
Might be a good excuse to try out Pi hole or Adguard on a Raspberry Pi.
Though that still relies on an upstream DNS host. Which is probably for
the best.
